Deoxys is great. I love how unnerving it is. Crazy it doesn't receive much hate though, considering it's humanoid, and somehow that's a big deal to a lot of fans.

It's just another one of those pokemon that has a lot of charisma and charm and isn't shilled to death. So it ends up developing a fan base and most people won't have a bad word to say about it despite many not thinking about it immediately. It's also featured in cool battles and often paired with another charismatic pokemon that people love (rayquaza).

It also has a lot of really cool cards.

i was thinkin of an ability that made it change form, like if you use any moves that boost stats or protect it would switch to defense form
Using any attack would make it attack form
Using any status, priority or speed boosting move would make it speed form
tho really thinkin about it, i think my idea would just be a huge nerf

I think it's partly because deoxys is a virus that adapts to the environments while the ultra beasts changed after being removed from their environments
Similar to how deep sea fish just look like blobs when brought up

Deoxys' name comes from DNA aka Deoxyribonucleic acid, so I think it should still reference it. Here's a few options depending on what kind of names you like:
Ribose (could change the spelling to be less ambiguous how to pronounce it)
Deena (Dna sounded out)
Helix
Rosalind (from Rosalind Franklin, bonus points since she did research on viruses)

Hence the name "pocket monster". A monster that can shrink to fit in your pocket.
So I guess anything that can't be caught in a Pokeball isn't a Pokemon.

+30 to hp
+10 speed

I guess the scariest parts of him are the eyes, arms, everything about him is supposed to be alien and "unnatural" compared to the pokemon you're more used to since, not from this world. I think he was a good follow up to Mewtwo.

Because there’s not a lot of Pokémon in space and Rayquaza is like the strongest Pokémon in both air and that’s able to travel in and out of space, so Deoxys gets a little p’d. Also Rayquaza protects the earth so anything entering its atmosphere unauthorized is getting the Fug

Rayquaza tries to fuck up everything that enters the atmosphere. Not personally against Deoxys.
Ray tried to fight Eternatus back when it was a meteor still and forced a tied. That's why the dude is resting instead of flying around when you meet him, and why Eternatus was in a coma for 18500 years before the medieval dogs shanked it as it was waking up, forcing it unconscious again.
