Paul is better than Silver because Silver always loses, but that's really the game's fault. The games are designed in a way that only the player can win fights, losses are usually not canon. If I was in charge I would make Silver fights very hard and well above every other trainer nearby and you can lose but if you manage to win you would get a lot of rewards, but that's probably too much for kids.
