Oilman was censored in the localizations of MMPU (and the Archie comics just put the scarf over his mouth which is arguably even better)
That being said, Oil Man (to my knowledge) never caused a shitstorm like Jynx did

Jynx is a weird case. It was the west appropriating Japanese culture that forced her to be censored. Gal stuff was a fashion trend that resembled the Jersey Shore kind of people who tan themselves and make themselves look as fake as possible. A false boogeyman from angry westerners immediately assume blackface because (at least in America) it was such a prominent problem in the past, and modern people ENTIRELY unrelated to that time period got triggered.

I demand justice for Jynx.

I like purple Jynx. But the 3DS version of Yellow is fucking stupid, since it's the only Pokemon with and additional color. Also I guess Jynx was censored for G/S/C in the west.
