In the original GSC EXP was very scarce and there was no good source of it anywhere in postgame, you were meant to fight Red drastically underleveled, which makes his fight much tougher. Not to mention the lack of access to powerful TMs. You were heavily strapped for all kinds of resources in GSC, that's why Red is so hard.
