I fact, most Stall teams can carry 2 or even 3 hazard control Pokemon.
This is because Stall by design has longer games, with longer games meaning more switches, which means more damage from Stealth Rock.
Additionally, Stall doesn’t have any real means to keep Hazards up. With Balance and Offense, you can pressure most Defoggers by outright KOing them among several other methods of preventing Defog. If you have Stealth Rocks or Spikes on Stall, you don’t really have a means to prevent the opponent from using Defog or Rapid Spin.
And also lastly, since hazards are percentage based, it means they do more effective damage to walls than offensive Pokemon. If you take 20% damage normally, Stealth Rock would effectively raise your attack power by x1.6, while if you were OHKOing a Pokemon anyways, Stealth Rock doesn’t really do anything.
