It depends on what you mean by "completing the dex."
Catching them all, to get Arceus, is pretty easy. The only tedious part is resetting the map for rare spawns, and there are only a few of those you need, like Pichu.
Completing every dex entry, to get the shiny charm, does require a lot of busywork.

Vanilla. DLC just gives you the areas, the dex was updated for as a baseline update. It's why you can catch the G-Slowpoke at the train station.

Here's a more extreme calculation of a Victini with a Choice Band, Adamant nature, a boost from Helping Hand using V-create against Tyrantrum, a Pokémon with a 4× resistance against Fire and 119 Defense, being a very slight chance of a 2HKO. Without Choice Band, Helping Hand, or an attack-boosting nature it's a possible 5HKO.
