The reason why the game comes with a massive update from the start is that Pokemon wanted to use the smallest space cartridges as possible to save manufaturing costs.
That’s literally it. The game in general is cheaply made (a bunch of the source code from the original games were just ported into Unity and shit like TMs not showing the name of moves like the original games did), and they went the extra mile for cheapness by making sure you didn’t even buy half the fucking game all so they can save some money on cartridges.
This also is the real explaination for Dexit. GameFreak can easily just code in all Pokemon in a week or 2 at most, but refuses to do so because they can make the games on the small cartridges.
