Switching is overpowered, retarded and actively hurts the game. Pebbles isn't a problem, it's a response to a problem, just like Ash Blossom is a response to a problem in YGO.

That's just the single player RPG, the competitive formas have always been picking 3 from a team of 6 for singles and 4 from a team of 6 for doubles.
This has been the case since the very first Pokemon Stadium game in gen 1 for singles. The official competitive formats do not include 6v6.
