Because they don't like the idea of talking Pokémon. That's why in the games it's extremely rare and mostly limited to legendaries and in the anime its only Meowth. This isn't Digimon where every Digimon can talk, Pokémon doesn't want to have talking Pokémon. Back in 1998 they took away Meowth ability to talk with Pokémon Yellow that mirrors the anime more closely.

Meowth is one of the most popular characters in the anime. It's pretty telling that even in LGPE they still butchered his character, learning to talk and being able to talk are central to his character.

Indeed Meowth already set up the framework and paved the way for Pokémon to talk but it's telling that despite that talking Pokémon are very rare. They've never tried to duplicate another meowth like scenario in the anime and in the games they butchered meowth character because he talks. I think that says that they genuinely don't like the concept of Pokémon talking more so than the reception of the consumer, we already have that thanks to Meowth in the anime.

I would also add that I wonder if Shudo said anything about Meowth talking in his blogs. He talks about the behind the scenes of the original anime including that the depiction of food was on of the hardest things they had to work around. Would shed a lot of light if we had info from the guy in charge of the writing of the original anime.

The game consumers and the anime consumers are basically two different groups, always have been.
Remember, Gamefreak is a company. What it likes is money. As an entity, it exists to make as much money as possibly. It's not going to intentionally do something it knows consumers won't like.

The anime has always had a lot of influence on the franchise as a whole, interviews have revealed that they created Audino with the anime in mind, Yellow was created to mirror the anime more because of how huge the anime was at the time. So yes the anime is, or was, a huge influence on the franchise as a whole. Kids who purchased Yellow expected it to be more like the anime and Jesse, James and Meowth show up for that reason. Yet despite the anime influence and even making a version more heavily inspired by the anime they took away Meowth ability to talk which is what makes him endearing in the anime and a big part of his character.

No, they're trying to say words but based off the way the dialouge is written we can assume they can't properly say those words like the oranguru trying to say "for you" or the honedge trying to say "welcome". In the aether house there's a Mimikyu who says 'me... me curse you", outside of the hotel with the honedge there's a Vanilluxe taking a picture with their owner and it says "cheezeee" or something along those lines. There's other instances of Pokémon trying to say words but it's all very limited. All this implies that at best Pokémon can pick up on a few words which is a far cry on what Meowth is capable of.

But since they got rid of Meowth in the games that means there's no framework of a Pokémon learning how to speak so all you really get is Pokémon learning very few words that they can't pronounce properly.

One of the biggest long term goals of the series is for humans and Pokemon to learn to understand each other and become one. If Pokemon could just talk, that wouldn't work as a goal. It would basically already be accomplished. There needs to be a barrier.

I don't think it's that at all. This is why these leaked guides have been a boon since they're not for public eyes and shed light on the thought process behind the series. I would consider those guides to have genuine concern for the direction of the series. I mentioned that Mr. Shudo in his blog mentioned that one of the hardest things in Pokémon was working around food which he said they weren't allowed to depict as a meat product or something along those lines. Mr. Shudo even wished luck to the current staff working on the anime at that point. I've also brought up that the rules the guide has in place were told to the film makers of detective pikachu, in particular the Pokémon wear no clothes rule. These two groups were working directly with the series makers and give some legitimacy to what is written on that guide.

With that in mind it becomes easy to tell why Pokémon don't do certain things and it's spelled out clear as day. Pokémon don't speak nor behave like humans. What behave like humans entails I do not know but given everything else Pokémon not speaking like humans and their lack of talking are given reason why it doesn't happen, they don't want Pokémon to do those things except in limited circumstances. I will have to see if Mr. Shudo said anything regarding Meowth talking, that would clear up things a lot more too.

This is very interesting. I also like reading anything that gives some insight on the creative process behind the games. When was this interview of Shudo published? Because I wonder if that rule against Pokemon in clothing is main line game- and anime-specific, or if it has been loosened in recent years... because the three official apps currently in service (Go, Cafe ReMix, and Unite) feature Pokemon wearing human clothing as important components of the gameplay. Also, in reference to speaking human language, most of the screenshots of Pokemon mimicking speech are from more recent games. With Marowak speaking full sentences and Mewtwo speaking perfect, lengthy dialogues in the first movie, I wonder if the world building of the series was tightened up for Gen 2 after the success of Red and Blue/Green, and they continued with this line of thought as Pokemon being more pet than human for the rest of the sprite artwork generations, then started shifting back to Pokemon having an almost yokai-like spectrum of intelligence (from pure animal to burgeoning sapience to human-equivalent or greater) in the latest generations.

Definitely, I just found out about that index recently and it allowed me to go back to the very first posts he made about Pokemon. It's interesting that he wrote the anime with boyhood and nostalgia in mind and he wanted that to be the centerpiece of the anime rather than battles, he even mentions how nobody ages. Really interesting perspective nobody really knows about due to being in a blog in Japanese. He also mentions the thing about the animation errors and real animals for the first time here that he goes on to mention in another post.

A lot of interesting tidbits are found there even with Google translate. Other cool tidbits I missed because I started too high up were the idea of an episode focusing on a slowpoke just sitting around, he mentions he couldn't add fleas and mosquitos as a gag because they have no Pokémon equivalent at the time, and how he was told ghost Pokémon have nothing to do with real ghosts.

I recommend anyone who is interested in the backstoey and construction of the original anime to start at least where he talks about the 1st and 2nd episode of Pokémon and work your way up.

He wrote it as a foreshadowing to the finale he had in mind, the one where Pokemon rise up against their masters Spartacus style according to him. He also talks how he pretty much did his own take on the Pokemon world with his novel, not connected to the games and anime.

Yes his idea of a finale involved Pokemon realizing they were being treated as slaves and them rising up against their human masters. At points in his blog he compares Pokemon captivity to slavery, he even says that Pikachu doesn't want to be Ash's property and that Meowth isn't Jesse's and James' property but their companion. He also says he didn't like to use the phrase "get it", which I assume it's actually "catch" when talking about living creatures. It looks like he had a kind of problem with the depiction relationship between humans and Pokemon.
