Team Rocket had a monopoly on the "gambling places" of the Pokemon world (as shown in Gen 1 where they owned one) and once they were exposed and their organization was disbanded, so was most gambling. No more TR after RBY/FRLG, no more gambling places or references.

The Kanto casino was ran by Team Rocket and when they were taken down, their books were investigated to find fixed games, mistreatment of pokemon being traded for coins, and use of illegally made TMs for sale. Thus, all casinos were shut down in the universe.
