Apparently, Sugimori hated that higher ups kept getting involved in Gen2's creation. He even throws the entire gen under the bus by saying Gen 2 had a lot of "kiddy filler" or something like that, and how Gen 3 mons were made to "return coolness to the series".

However bad typing's aren't really a Gen 2 specific problem, and statwise most Gen 2 mons weren't that bad on release. The issue is that Gen 2 mons are significantly less likely to get many of the fancy new toys or gimmicks that every other gen's mons get.
