For me it's easily Agatha. I like her aesthetic, she reminds me of an evil witch or something while hanging out at a fucking graveyard. She also has a fairly unique fighting style due to relying on status conditions instead of brute force, making her potentially the only troublesome member of the Kanto E4 if you don't outspeed her Gengar and get stuck in a Hypnosis + Confuse Ray loop.

Mina seems a bit too lazy and laid back to be E4.
Honestly Acerola probably shouldn't be tough enough to be E4, she just got the job because Nanu could be bothered and pulled some strings for her.
