Legendary = Super rare, not well understood.
Ultra Beast = From another dimension. A Pokémon can be a UB and Legendary (Light Trio). They’re not classed as legendaries because they’re plentiful in their own worlds.
Paradoxes = From other times. They’re probably also common in their own times. Again, you can be legendary and paradoxical (Suicune, Virizion, Koraidon, Miraidon).
There is no “legendary Delibird”. It won’t be designed as a legendary visually, it won’t be treated like a legendary in-game, because it’s just a Delibird from the future. It’s not special enough to be legendary in-universe. Sure it might be really strong, but it’s not HECKIN LEGENDARY BIRB GOD :>
