Does it only copy them on the turn they use the move (so the moment Azumarril raises it's stats and only then)

or does it copy them on entry as well (switching in to the already powered up Azumarril)

That's gonna determine how good this is.

been reading some mirror herb ideas on this board and they only good thing i saw was swagger/flatter + unburden. justifying using an item slot, a move slot, and buffing your opponent is not easy

Flatter isn't worth it because it's only a +1 boost, and anything that would be running the move also at least has access to Calm Mind.
Unburden probably won't be good either, because terrains exist. Something like Hawlucha would be better off getting a defense boost from a seed while running SD normally, it will take the same amount of setup time.
Swagger in general will probably be shit on most Pokemon.

To be fair, that was mostly because it was an item that was the difference between Latis being ubers and Latis being OU. They were basically just banning the uber versions of them instead of banning the whole mons.

My guess is to either avoid clipping with the camera when it changes angles for the move animation or to reduce the amount of assets being rendered while the move animation is playing to avoid slowdown.

Very likely won't work that way. Clear Body is a very good example that the game can determine if and where buffs and debuffs come from. And the ability does not prevent the user from lowering their own stats.

If it only works the turn the stat boosting move is used then its pretty shit, since your opponent can just play around it once the surprise is revealed.
If it also works upon switching in to a boosted mon then it could be quite powerful, basically Ditto on steroids.

They literally showcase specifically using Tera defensively to change Coal's typing to resist water but still proc steam engine. But also people were already exploiting Coal's steam engine in gen 8 doubles by running Weavile with the weakest surf on the planet. It even won a players cup.

What if both pokemon hold Mirror Herbs?
So if pokemon #1 uses Quiver Dance and pokemon #2 copies the boosts, won't #1's Mirror Herb activate after #2 copied the boosts and essentally get two Quiver Dances in one turn?
