It was one of the only options aside from turning one of her other Pokemon into an ace because of Sinnoh's meme-tier 151 dex.
And even then, Machoke/Machamp would be TOO generic and Medicham was already being notably repped by Lucian.

Lol. And she even returned in Journeys to get confirmed that she's a better candy delivery girl then a fighter by Bea. Also, she's unironically so shit that her Lucario was doing better when it wasn't listening to her. He literally lost to a mon it had no trouble beating before because it was listening to her, you can't make this shit up.
Maylene fucking was the only gym leader that didn't lose to the objectively best Ash and didn't return to become the Yamcha of Pokemon that needs Mega to beat a fucking Quilladin.

The strange part is despite her looking like a rejected "battle kid" trainer class I still think she's cuter than her successors. The Lucario thing is an interesting clash of game design against marketing, and positioning Lucario clearly won. "Useful" is a generous word, and party-wide attack buffs, insta crits, and cheap defense drops are that much. Girl, wait for it, needs a grid. And for draining moves to be more broadly worthwhile in that game.
