Legendaries are just really fucking strong pokémon and if the Creator of the universe holds Herself to the rules She laid down then all Legends can and should abide by them. Seeing as evolution is a natural part of the universe, there should be more pokémon that evolve into Legedaries, instead of just "hey, this camee fully-formed out the head of Zeus" arsepulls.
