They have likely hundreds of thousands of them and have moved into an entirely different mindset to shilling Pika anfd its family. they never considered Pika as the mascot when they made gorochu, but now he is, there's no chance they're adding some Gen 1 beta to make a second ignored evolution (as raichu isn't popular, most other pikaclones get more merch made of it, indicating a higher popularity with buyers to raichu).
It's dead and gone and when it comes to adding pokémon, I'll trust the man who was on the selection committee since Gen III.
