Tl;dw It's about how they needed to switch to a cloud pipeline because the Pokemon models exceeded 1000 and they were reaching their limit in SwSh.

Because of the new cloud pipeline, PLA and SV assets were able to be produced simultanteouslu and faster

Anon, when people have said things like "spaghetti code", insulted Game Freak's competency at a technical level or have called for such drastic things as having a different Dev take the helm they weren't doing so purely in bad faith.
The truth of the matter is Game Freak is a patchwork company. It shouldn't be a surprise that the doujinshi circle turned game dev isn't that great in terms of technical skill, especially when someone like Masuda has been at the helm for some 20 odd years now and has admittedly to liking the indie feel of the games. Optimization, both in their games and approach to development itself probably isn't their strong suit.
