Since you receive just one Master Ball, I rationalized this problem of legendaries dodging balls as another instance of the player making a choice between pokemon, and needing to trade to receive the others, which was common between the starters, Eeveelutions, Hitmons, fossils, and not having enough Moon Stones for all four mons that need them.
So I used the Master Ball on the first legendary I encountered, Articuno, and KO’d the rest of the legendaries soon after.
So yeah, I caught that bird. That was the only one I ever did catch in Gen 1 for the longest time.
