Undertale deconstructs the relationship between the player and the NPC's and the intrinsic power dynamic you hold, showing the sort of desensitization that occurs with a life without consequences and criticizes the callousness of violence in games.
Deltarune deconstructs the relationship between the player and the playable character, making the playable character an actual person who's a passenger in his own body as you force him to do painful and degrading tasks, at some points seemingly even attempting suicide in cutscenes, which are the few times he has a modicum of control.
These sound like interesting concepts and a lot can be done with them, but then you actually play the games and a good 90% of the game is just you being confronted by a series of forced attempts at memes.
I don't think Toby Fox is capable of writing a sincere, straightforward story like Pokemon games have.
