Blue Blastoise is literally the worst look of any blastoise ever, even extremely early pre-canons blastoise looked better; and thats not because the only reference for that version we have is non-pixel art.
Blastoise also quite literally never got any redesigns past early capsule mons when it got an actual gimmick.
If you look at dev materials and overall just how Blue came about, its pretty obvious that it was just being made in a whatever way. They were just working on unfucking the game and decided to throw in some new sprites they were making for "Pokemon 2", and Sugimori was working on revamping the designs alongside this process.
Sprites were generally based on what existed but with bias towards the sprites, you can also see new and random features; the big spots on Venusaurs face only exist in this context; just like how Koffing is somehow fucking upside down.
Even if we want to push the idea that Nishida "made" the design concepts(though considering her description on how she made Ivy/Bulba, if Venusaur was just Sugimori then none of those design aspects are actually "Nishida" elements being ruined; but Sugimori revamping his own design aspects.)
There's also nothing to imply that Blue was trying to actually feature redesigns, Venusaur is really off model if you keep this in mind. Rather than some grand design loss, its just a nice looking error(but honestly i don't really agree; the spots on the face are super messy looking)
Nishida worked backwards for the starters, which is why Charmander is just a simple charizard after losing each horn.
Or why the gimmick for the RG sprites is that they become less flat and get less complex spots(just a reminder that the big face spots are Sugimori on Ivysaur; pixel art is vague and you can't confirm what the lines actually are; but they definitely aren't the same type of spot).
