That right there is the exact reason they won't be back. Look at the Pokemon confirmed to be returning in SV the vast majoritiy are Pokemon that were cut from Galar. Only half the starters were in SWSH so more than likely the ones that got cut in Galar will be back while those that did make it into SWSH won't. Except the Kanto starters of course. They will be in everything excluding PLA for obvious reasons.
