One of the reasons is he saw that Articuno, Zapdos and Moltres were brothers bickering with one another and Shudo couldn't imagine a man ending their bickering in the way he wanted, to him only their mother, Lugia, would've been able to pacify them and also run the theme of coexistence as the mother of life.
