Stuff isn't always tagged, and sometimes there isn't even any text/hashtags accompanying the tweet, so whether you search using English or Japanese, it's not going to pull up the tweet with the art. I wonder if some artists deliberately try to keep a low profile to avoid haters and trolls.
What I do is if I find an artist that I like, I check out who they're following/who is following them, and sometimes find people to follow that I wouldn't have otherwise found through tags.
