He's a dragon specialist. He's better at training dragons than you, so they evolve earlier. Same reason why the shitter youngster Jimmy has a level 30 unevolved ratata. Evo levels are subjective based on trainer skill.

There's more than a way to evolve a pokemon, other than the ones the player can access to trigger evolution. Even back in the Gen 1 zukan the 4 trade-evos were known in-universe before trading and later on the franchise provided other examples.
