The real problem regarding Bruno is that the "best" fighting type move in the game really isn't that good and only one (exceptionally fragile and otherwise unusable) poke has access to it, and the second "best" move on paper has mediocre power, terrible accuracy, AND does recoil, and therefore in practice is actually dogdick awful. I haven't crunched the numbers but it wouldn't surprise me if lmaodoublekick came out ahead as the superior move
Bruno can never be good within the official confines of gen 1 unless you ignore his fighting type flavor and just give him an entire team of non-fighting mons instead

It really could’ve done with a Poliwrath and Primeape, not two unrelated rock types. The Elite Four itself could’ve done with a lot of improvements. Even Blue had team members with disappointing moves.

Rose is a jobber for a final boss/"main" antagonist.
Your only and final (iirc) fight with him can be won by sweeping his steel type team with fire pokemon.
All the macros cosmos grunts can be swept since their teams are predictably all steel type.

my understanding is that this was due to space limitations and how they programmed NPC trainers' teams. every pokemon is created with the moves that mon would know at their current level in the wild - and after that they only had enough space to change 0-2 of those moves to better ones.

it's not exactly for "variety's sake" when there aren't enough Ice, Ghost, or Dragon pokemon in the game to fill out their teams. but yeah it does appear that they didn't want Bruno to stick to one Type since the other 3 don't.
still, two Onixes was a bizarre choice since it's one of the shittiest fully evolved mons (maybe he had better stats during development and they nerfed him at the last minute for some reason?). I think I would've picked Golem and Kabutops instead.

It became a "common enemy" by the time you fought the rival in Cerulean, there's a hiker on the above route who uses one.
The final bosses and some of the strongest trainers in the region shouldn't be using one.

that's not the point? there dont need to be enough pokemon of their nominal specialty to fill every single slot. you're not deliberately misunderstanding, but you're coming at it from a flawed premise. gen 1 wasn't trying to be or building towards the trope of later games, they deliberately wanted the elite four to break the format of the gym leaders so as to have more variety

That's because trainers in Gen 1 can have at most one pokemon with a custom moveset, and the rest use their level up sets.

I understand it's a real concept that is used in vidya, but that doesn't necessarily mean that is the reason the devs decided to put Onixes on Bruno's team.
even if that is the reason, I agree with the other anon who pointed out there are plenty of other Trainers who have Onix in the game, so wasting 2 of Brunos slots on this trope was a silly decision.

Pidgey's one of the worst pokemon in gen 1. Look at its learnset, as well as evolving late with mediocre stats. Rattata's genuinely the better route 1 mon.

It's even more obvious with Stadium where Lorelei gets ARTICUNO even in Round 1 and still keeps Slowbro because she legitimately has every single fully evolved Ice type.

There's just no saving the Hitmonchan. The rest are fine but Hitmonchan has two useless as fuck moves.
The proper thing to do is just significantly buff its special and lower its defense and then he works. That or just replace it with Primeape
