Because anything meaningful can just be PKhex'd in anyways, which defeats the purpose of having something unique to begin with since valid duplicates will just be ever-present. Why bother starting a cat and mouse game with the community that would just tirelessly try and crack the validation check of any security measures they put in to actually make content rare instead of easily cloneable?

Fallacy - not everyone playing gives a shit about the customisation options and pitching at just the gays and girls doesn't feed into TPCi's aim of blanket coverage.
This is the problem, you cry about shit offered, but have no concept of what would be a good, appealing bonus to the majority of players. They play it safe by offering useful shit early-game (revives starting off is a powerful tool) because trying to be too smart can leave out too many people.
