Same with Dragonite/Dragon type in general, it’s the “boss” type, that’s the whole reason it resists Fire/Grass/Water, because the only dragon-type line is essentially the semi-final challenge before the champion. It makes sense why they changed it, the series’ focus changed to something more sustainable and balanced but I liked gen 1’s slightly more single-player focus when designing pokemon
