It's weirdest thing about SM.
Lillie says Lusamine forced her to wear her dress, implying it was a sign of Lusamine's obsession with Ultra Beasts.
But Lusamine never actually saw a Nihilego until it appeared in her lab.
So the reason for the resemblance is never actually explained.

It was brief, and it fled back through the wormhole immediately after fucking with her head, but it's the whole reason she was experimenting on Cosmog when Lillie stole it from her - she was trying to open another wormhole, and while everyone in Aether thought she was doing it to go after Mohn, she was really after Nihilego.
