Probably not, but him and Flint might have been the only people who were in the Top 8 at one point that actually challenged Leon, while the others wanted to keep their rank and played it safe.

Well Leon, Raihan, Bea, and Marnie were all within the Top 50 trainers in the PWC

Opal, Piers, and Allister weren’t in the PWC, they stuck to just being Gym Leaders

Hop is still a beginner trainer

The rest of the Galar GLs/Rivals/Champions haven’t appeared in the anime

It's not though. Every other game it's treated like a hobby, like boxing. There's a league, yeah, but so do many sports. Chess has a league. Gyms are literally buildings, and not really very important ones. The only reason they matter is because you're playing a game based on battling.

Galar has literal stadiums filled to the brim for every "gym".

A better explanation for this is that the games are in full 3d for the first time. They had to make a 2d gym feel like a place so they borrowed the stadium concept from their old ass games. This Galar being more serious about Pokemon
thing just feels like headcanon... The Kalos league is obviously quite old, Unova and Sinnoh seem to have serious leagues, the latter has motherfucker bringing legendaries, and I know Alola doesn't have shit but I'd be scared of the kids who made it out of Poni Canyon alive

Don't forget that the cultural climate in Galar is totally different from all other regions.
Gym Leaders aren't just famous for their battling talents and being among Galar's best to be able to compete for the right to challenge the champion, they have hobbies and aspects that make them popular even outside of battling.
Even Milo's got charisma due to his laidback attitude and focus on fun, which in turn makes a juicy marketable scenario out of Nessa's one-sided rivalry with him, and his farmer antics make him even more of a local hit.

This is headcanon. All the stadiums tell you is that it's a televised sport featuring kids. It doesn't say shit about the relative strength of the trainers vs other regions and Journeys has nothing to suggest that Galar is the strongest. If anything the way Galar is portrayed suggests that Leon's strength is jarringly is out of place

If you want to headcanon, the fact that you barely meet any trainers who arent going for the once in a lifetime gym challenge combined with the creation of a battle tower only in the postgame, only after rose is jailed, and the fact that the tower has no powerful foreign trainers suggests that Galar has a less pervasive battling culture at high levels. If it did, it would be new to the region. People try the gyms once then they stop. Even Alola had tougher people coming to fight in the battle tree.

It's less that Galar as a whole is stronger than other regions but more that people extend Raihan's trainer card flavor text to the whole region, where it implies he'd be able to head out and triumph over champions in other regions if he weren't so committed to beating Leon.
And that in turn bumps up Leon's own acclaim and power, the idea that only someone exactly like him (a player character in the games, another Pokemon-loving autist with a heart of gold and undying passion to chase after their dreams forever in the anime) can surpass him arises.
