dragon resists water, fire, grass, and electric, primarily special types, adding another type would give it more weaknesses, something that's not good for a tank. I mean look at aggron, he'd be a massive threat if he didn't have a typing that made his insane defenses no big deal.
the best bet would be dragon/water since they compliment each other and adds no weaknesses but it'll be a cold day in hell before they give a pseudo legendary a type as common as water
