What really happened is that only a very few individuals got the seizure, the news scattered around because Pokemon was the biggest thing in Japan at the times, and since then and days afterwards the scared children started having anxiety-seizures (non seizures) by the fear of having watched the episode would give them a seizure.
If only the first rare cases were the ones to happen, they'd never erase this episode and at most put a disclaimer at the start.
