It's a mix of all of them, really.
They work in a 3 year timeframe, maybe even less, with a team about the tenth the size of an average AAA dev team, in a series all about its large roster of creatures who have different body shapes so they can't even recycle most animations.
Even a good director would have trouble managing a team with that kind of workload.

The problem is you faggots not understanding they always made cheap, kid-focused games, keyed to building a merch empire as far back as Gen 2 (not that Gen 1 was some massively-influential, genre-defining release as it was - it took 6 years and they had to beg money off another company to finish the thing).
Maybe understand the wrld is bigger than you and Pokémon is still doing the things it did to get your attention when you were small, only for the modern generation instead of you now.

Man if only there was some sort of spin off series developed by another team that focused on just battles that they could pull animations from.

Hell maybe they could've brought that team on to help as a developer for a mainline Pokemon.
