It's not a problem only with Pokemon but with Nintendo in general. When making BW2, they simply didn't want to give it a sense, they already struggled with all the sync memory bullshittery, and allowed you to catch Kyurem in BW although knowing they'll make a game where Kyurem isn't caught.
The worst of this imo is alola, they did take the time to make red and blue older which is astonishing for pokemon, but normal for any other non autistic media, they also redesigned Coloress yet Cynthia is still the same 10 years afterwards and Wally is still a child 13 years afterwards
not to talk about the implications of the Oras multiverse text dialogues. they're retarded
