Most pure normals don't have any elemental specialities for them to fall into, at least until fairy showed up. Most normal first dual types in the first 5 gens are non specialized animals that have part flying because they're birds, or in the case of Deering/sawsbuck it gets the grass type from the plants that are on its body, rather than it being literally a plant. Girafarig, azurill and porygon stand as the odd ones out, Girafarig could be answered because of beta weirdness whereas porygon being artificial makes it being type neutral makes sense. Idk what happened with azurill.
My guess with the weird normal secondary typing can be explained that these are pokémon that are in the process of specializing in a specific type, therefore the normal type is secondary because it's on the way out.
None of the normal primary dual types make sense in Gen 6 or 7 except for diggersby kinda. Worth noting that after gen 7 they completely switched away from dual typing with normal as the first type.
