In the Pokemon world, do Smeargle just sometimes show up in places they have absolutely no business being in because they picked up some odd collection of moves and nothing was really stopping them? Imagine some divers going way down deep into the ocean hoping to find some exotic marine life and a Smearlge is suddenly just there because it copied Dive from something.
Wild Smeargle showing up are probably treated with the same wariness as a twitchy Electrode. Maybe all it's copied is Quick Attack and String Shot from the local pests, or maybe it's going to drop a Draco Meteor on your roof, or maybe it actually WILL just set off an Explosion like said Electrode when you try to pick it up. It's a walking Metronome.
