It definitely looks that way. Yep, I'd say that is definitely a picture from the video game Pokemon Emerald. I'd say, with very little uncertainty, that that picture depicts the Emerald version of Pokemon. I'd be willing to be that said picture is from the aforementioned game. Yeah, I'd figure that's exactly what it's a picture of if I had to guess as to the nature of the picture. Were I a betting man, I'd be willing to bet that is was such. Yep, that's a mighty fine picture there OP. Picture of Pokemon Emerald most likely, at least by my eye it is. Yes sirree, that looks like Emerald to me. At the very least, it certainly seems like such a picture. Good work OP, very astute observation on your part if I do say so myself.
