The updates games to have things that came in later games.
Shinies are presumably locked until you become a Champion too, those didn't exist in Gen 1.
Sevii Islands didn't exist in Gen 1, so I guess you can't go there before becoming a Champion.
There's a fuckload of things that weren't in the original that are in FRLG, so why wouldn't evolutions be?

frlg are worse than they should be because they artificially limited the pokemon you could obtain. frlg was the bdsp of the gameboy era. funny how whenever masuda was in charge of remakes they are always the laziest most barebones recreations of the originals that go out of their way to be worse than the games they are in the same generation as.

FRLG isn't bad, but not being able to evolve your Golbat is fucking retarded. Obviously Game Freak agrees, at least sort of. Since you can evolve Piloswine into Mamoswine, Tangela into Tangrowth, ect. in HGSS. Even though they still sort of want you to play their stupid shitty way by not giving you access to the items to evolve Sneasel and Gligar.

however, you can still get Crobat, etc after you become Champion in FRLG, while in RBY and LGPE you can't get them at all. so FRLG is still the better game.
