That's a Haruko Ichikawa design. She's the mangaka for Land of the Lustrous and also responsible for Lusamine, some UBs (definitely Pheromosa, probably Nihilego) Oleana, Rose, Frosmoth, etc. You're upset because the character presents as nonbinary(tumblr oc) but that's just how Ichikawa works. It's either elegant high femme, elegant nonbinary, or gigachad with her designs and it's made her art so well known that they used her anime adaptation as a reference for Spider-man: Into the Spiderverse. She's unironically the best artist TPC/GF hired and they need to just make her art director but probably won't because she takes long breaks.
Picrel is her (probably) self-insert character moments after reaching into an open chest hole, unplugging one of her major arteries, and pouring her blood into a wine glass for herself and robot son. She's too weird for a gender.
Tl;dr that character was drawn by a famous japanese mangaka who has gone so far off the existential deep end that her gender expression became as alien as her works. Not a tumblrina. Learn some culture, ESL anon.
