You really mixed up these two. Rustboro doesn't fit Hoenn as Fukuoka does Kyushu. There's more balance between land and sea, so a port like Slateport would fit better. Now, Unova has its population centered around the Nimbasa-Castelia stretch if B2 is anything to go by, but like New York I can't see it being the capital just because of that. Opelucid makes more sense to me given its historical motif in White, and through Drayden's dialogue in general you get the feeling that it's been around for a while even in Black.
