Grimmsnarl uses magically enchanted hair to wrap his lanky, weak body with protective tissue.

Uses magic to enhance his physical strength. If you noticed before with Impidimp and Morgrem, they were stronger special attackers but their personality inclinations are for physical attacks. It’s an interesting bit of lore about how these fairy tale creatures use their magical prowess for combat, a contrast to Hatterene who uses hers for deception and distant incantations.
Grimmsnarl was never meant to be Incineroar. One is a stage performer who obviously prefers raw combat. The other is an oni who uses his hair and magic to kill prey.

Thank you. Then as the other anon was getting at, Grimmsnarl does use its skill of hair manipulation to deceive the opponent by creating the impression of a muscular physique, misrepresenting its body underneath. As can be seen when its hair retracts in its animation, its body is lanky underneath.
Hatterene does the same thing with its hair, but instead of portraying itself as a physical brute, it portrays itself as voluptuous and full-bodied.
