There is no true standard for what makes a Fairy-type a Fairy-type. There's no singular trait that unites even most of them.
Like, yeah, every type has mons who have the type for non-literal reasons. Urshifu-R fights smoothly like water. Lucario has a will as strong as steel. Absol causes bad things to happen around it and is labeled evil.
But those are exceptions. For Fairy-types, it seems to be the rule. And it's why, even almost a decade later, Fairy still feels like the odd one out of all of the types.
You couldn't remove Dark and Steel entirely without removing a lot of Pokemon with them, but only a couple of mons really feel like they need to be Fairy. Mainly because what "needs to be Fairy" is vague.
