if the game is actually made with it in mind, it can be hard. games like LGPE and BDSP were piss easy cause they were remakes of games that didn't have forced exp shares, so the level curve wasn't balanced around it

You balance a game around the exp you get, not the other way around. Even difficulty rom hacks use the modern exp share system these days, it's a way better system when done right.
