Sabrina would definitely be mostaken as a Dragon Ball character to someone with no exposure to Pokemon whatsoever. It isn't the fault of the designers either, Pokemon wasn't the big thing it was then so these designs are servicable and basic because there was no foundation or pressure to make better looking characters.
Also, yes, I am aware that this thread is old bait and textbook example of cherrypicking but I'm replying because there's nothing better to do.
