Persona 5, Dragon Quest XI, Final Fantasy VII, Chrono Trigger and Super Mario RPG are story focus. I don't raise my character, I follow their stories. They will improve over time, I can personalize them to find the best combination for the team, skills and equipments, but I don't raise them.
As for Digimon Story, while it's true that it's a monster raising game using EXP share, the raising aspect is still kept by the fact I can evolve AND de-evolve my Digimon into several possibilities for both and by the fact that I need some specific conditions to make them evolve, the evolution being made manually and not automatically after a certain level.
I can have a Squirtle evolving to a Blastoise, without using or checking him, my only freedom being to be able to cancel or not an evolution when it occurs, but not the freedom to go back. For Digimon, I will have to check the different conditions for each evolutions, decide that I don't want Gomamon to evolve into Seadramon and so decide to keep him as Gomamon until I can unlock Ikkakumon. I chose Terriermon for my first Digimon, I could have chosen the main evolution line until SaintGalgomon, but I decided to make him evolve to TigerVespamon, before going back to choose another branch. I still had the choice to choose what he will become. And I can do the same for every Digimon, used on unused.
