This thing needs Flare Blitz and Poltergeist to be good.
Weavile would be RU if it only had Ice Punch, Ice Shard, and Bite for STABs. BP matters a lot, and Ceruledge will be pretty shit with just low BP moves.

In that case it’ll be even worse in VGC with Incineroar, Intimidate, Rock Slide, Earthquake, Surf, and general frailty. It’s only saving graces are Burn Immunity and Fake Out Immunity, something that can be achieved eith the main gimmick when everything can become Ghost.
