So do you think Nishida consciously dropped the fur from the eeveelutions necks in the later games, or she just totally forgot about it when designing Umbreon/Espeon and it stuck?

Eevee isn't her creation. Jolteon and Flareon are the only true evolutions of Eevee.

As others have said, she wasn't the designer of Eevee, Jolteon and Flareon. That being said, the decision not to include neck fluff on the ones she did design was likely deliberate - it requires less effort to draw.
