If a fan writes in a letter suggesting a story beat to an author, and coincidentally that's what the author was going to do anyways, it can be argued that he stole that idea from the fan. Then, the fan takes the author to court for a settlement, and gets royalties for the rest of their life for their contribution to his story. To avoid this, most authors just don't read fan mail.
And, it's the same thing with pokemom fan games. A fan game comes out with a mon concept, GF now can't use that concept. A fan game has an evil team motivation, and now GF can't use that. If they do, the fan game devs can come after them for their contribution. That's why TPCi shuts them down, to free up GF to makes games. But showdown doesn't do any of that, it doesn't use any UI elements that GF would ever use, doesn't introduce new content, and in general does not pose a threat. So they're fine to stay up.
