Come up with a design concept for this Pokémon:

Legendary Water/Steel type with Levitate and these stats:
HP- 89
ATK- 83
DEF- 137
SPA- 126
SPD- 73
SPE- 92
Learns water, steel, and ice type moves

Water steel is an excellent defensive typing. Just give it a lot of HP and defenses with 80 or so speed. Don't bother with the primarina Sp.A. If it's like a ship-like mon then Flip Turn, Stealth Rocks, Heavy Slam and Rest would be my picks. If it's lightweight then switch slam with Iron Head. If it could learn moves from other types tho then EQ, Toxic, Body Press would be perfect.
