You're probably thinking of enemy levels always match yours, but that's just one way of doing it. Imagine if every gym had 8 separate hand crafted teams, each representing a specific point in the progression of the game. These teams would have fixed levels, and every gym leader would use the team that matches your number of badges.

And wild Pokemon don't need to scale at all either, just implement a harsher disobedience mechanic and not just for traded Pokemon, that way you can't go and catch a level 50 Pokemon at the beginning by spamming pokeballs and getting lucky, or well, you can but it won't obey you.
